Government offers assistance to Zamastan

In a bid to reduce tensions related to the ongoing trade dispute, the Government of Xiomera has offered “any help that can be provided” to the nation of Zamastan following a spate of terrorist activity in that nation.

“Terrorism is a threat to all nations, and we offer our sympathies and support to the people of Zamastan in this difficult time,” Secretary for International Affairs Huitzilhuani said in her daily press conference. “We would be more than willing to provide any aid that may help address this threat, or bring comfort to those affected by these heinous acts.”

Tofino, the Zamastanian capital, has been the scene of several terrorist incidents recently, the most recent being a bombing in the Kingston neighborhood that killed two people and injured forty.

Officials with the Secretariat of Security were quick to assure citizens of the Empire that no current terrorist threat exists within Xiomera itself at the moment, but that the Secretariat would continue to monitor external threats such as those of radical terrorists who recently attacked the Xiomeran Embassy in Lauchenoiria.

So-called “XUN 17” to be spared execution

The so-called “XUN 17”, the radical self-styled journalists who used a media organization as a front for anti-Xiomeran propaganda and organizing of terrorist acts, will be spared the death penalty following a surprise decision by the Emperor.

The 17 detainees are charged with treason for their support of the radical group One Huenya, which calls for the violent overthrow of the Xiomeran government. They are also charged with violating the Order of Media Review and the Order Preserving Social Harmony for unauthorized and anti-social media broadcasts. A guilty verdict on treason charges normally carries the death penalty in Xiomera, but the Emperor has ruled that the death penalty will not be applied in this case.

“This is just one example of the benevolence of the Emperor and the Xiomeran government,” Secretary of Justice Cuicanan said in announcing the decision. “These are individuals who have promoted violence and terrorism in the advance of their agenda, after it was rejected by the Xiomeran people as a whole. Despite this, their lives will be spared and they will have a chance to defend their actions before the courts in a fair trial.”

Defend Manauia
Plan to close, develop preserve must be stopped

The Xiomeran government, and especially the coterie of greedy tyrants in the Palace of Flowers, are known for being horrible people. If someone wrote a compilation of the horrible things the rulers of Xiomera have done over the centuries, it would be titled “Heinous Acts And How To Commit Them”. But the proposal by Secretary of Infrastructure, Development and Planning Ueman to close the Manauia Preserve and open the lands of the isolated Teyatia people to development, if allowed, will go down in history as one of the most heinous acts ever committed not just by Xiomera, but by any nation in history.

The Manauia Preserve is one of the last parts of the world that is truly almost untouched by man. Since 1850, it has been off limits to all but a few visitors every year, and development has been forbidden. The environment of Manauia is beautiful and pristine, almost as it was at the dawn of time. Closing the Manauia Preserve will give greedy Xiomeran businesses free rein to destroy this paradise. With so few places left in the world that are truly in the state that nature intended for them, we cannot afford to destroy another.

But the loss to our world would go far deeper if Manauia is developed. The pristine state of Manauia Island has led to an incredible biodiversity that is matched in few other places. There are species, such as the Huenyan eagle and the Tlaxonetl frog, that can now only be found on Manauia Island, having long since gone extinct on Huenya itself. There may even be animals and plants on Manauia that have not been discovered yet, as much of the island remains unexplored. The loss of the biodiversity on Manauia Island would not only endanger Huenya, but the entire world.

The loss would be even greater for the Teyatia, the indigenous residents of Manauia Island and the only people living within the confines of the Xiomeran Empire who have real freedom. Since Manauia was declared off-limits to outsiders in 1850, the Teyatia have lived in isolation, their unique culture and heritage left undisturbed by outside influence. Xiomeran intrusion would put the Teyatia, and their culture, at serious risk in what would amount to a cultural genocide.

Xiomera’s plans for the Manauia Preserve must be stopped, at all costs. We urge the governments and nations of the world to recognize the threat that development of Manauia Island would present, and place pressure on the Xiomeran government to abandon its plans for the island.

Kerlile no friend to Huenyan women, or to freedom

The recent alliance emerging between the Xiomeran regime and Kerlile is one of mutual need. Xiomera needs allies to help prop up its unjust regime, and to accept the trade goods it churns out which prop up its economy and keeps people from revolting in the streets. Meanwhile, after the Haven Accords, Kerlile needs anyone willing to trade with it to help keep its own totalitarian regime afloat. So, a marriage made in totalitarian heaven was formed. Xiomera and Kerlile now trade with each other, and provide each other support and cover for their repressive governments and their questionable agendas.

Tyrannical regimes usually band together, so this isn’t a huge surprise. One thing we would ask the leaders of Kerlile to consider, however: have you ever stopped to think about what your enabling of the Xiomeran regime is doing to Huenyan women?

The government of Kerlile claims that its purpose is to protect women. Clearly this only applies to Kerlian women, as the maintenance of a regime that routinely suppresses women in Xiomera doesn’t seem to bother the rulers in Grapevale one bit.

But we might ask them to consider these numbers:

- 8, the number of women who are part of the “XUN 17” who have been detained and are facing treason charges from the Xiomeran government for simply reporting the facts and speaking out against tyranny
- 96, the number of Xiomeran women who have been arrested this year so far alone on political charges
- 735, the number of women who have fled Huenya, their homeland, this year alone rather than continue to live in a land ruled by tyranny
- 1138, the total number of women in prison in Xiomera on political charges or for activism

We personally appeal to President Rebecca Arnott: if you, your government and your nation are truly a friend to women, withdraw your support for the Xiomeran regime.

If you really want to show the world that Kerlile is serious about change, not supporting an autocratic Xiomeran regime that represses Huenyan women who speak their minds would be the best way to start.

More arrests in terrorism case

The Secretariat of Justice announced today that several people linked to the fugitives wanted for terrorism and treason charges have been detained by the Imperial Police.

The 30 individuals arrested today are all family members or close associates of the individuals hiding in Laeral, Zamastan and Lauchenoiria who are part of the terrorist "One Huenya" movement and its propaganda arm HNN. They are charged with aiding a terrorist organization and with conspiracy to commit sedition, both major felonies that carry the possibility of 10 years or more in prison.

A Secretariat of Justice spokesperson said that the 30 individuals arrested will be prosecuted unless the overseas fugitive Xiomerans who are "known terrorists" return to Xiomera to face charges, and prove that their family members and associates were not involved in their criminal activities.

Manauia Island proposal accepted

In order to bring about a better future for the people of Manauia Island, help the island reach its full economic and social potential, and further strengthen the Xiomeran economy, the Emperor has given final approval for a plan to close the Manauia Island Preserve and open the land up for development.

"We have considered all objections to the proposal, but the future is paramount, and this is the best plan for the future," a spokesperson for the Emperor said.

The phased closure of the Manauia Island Preserve will begin immediately and is expected to take three months to complete. Development will begin once the closure is completed. The Imperial government assures all concerned that appropriate measures will be taken to protect the environment and native populations while maximizing the economic potential of the island and bringing progress and prosperity to its inhabitants.

Emperor denounces Kerlile conspiracy claims

The Emperor denounced claims made by "feckless and rabid conspiracy mongering tinfoil hat wearers" that the government of Kerlile was somehow behind the plane crash that claimed the life of Jasmine Eddington, the notorious serial killer.

"These insane claims are just hate-mongering and misogynistic garbage and should be dismissed out of hand. They are disrespectful to Kerlile, and to the Sanctarians that lost their lives in the crash," Emperor Topilpopoca said. The Emperor went on to add that "if anyone has proof of conspiracy, now is the time to put up or shut up. Either prove your claims or be silent."

While the Emperor pointedly refused to mention anyone by name, it is likely he was referring to recent comments by Paul Doberman, the notoriously fascist far-right Lauchenoirian politician of many words but little accomplishment.

Lauchenoiria declines Xiomeran request again

Despite an attempt to negotiate a compromise with the government of Lauchenoiria, the two suspected terrorists who attacked the Xiomeran Embassy in Lauchenoiria will not be allowed to return to Xiomera to stand trial.

Officials with the Secretariat for International Affairs confirmed that Lauchenoirian Foreign Minister Sandra Pavía met with Xiomeran Ambassador to Lauchenoiria Chēmā this evening, only to once again decline the request to return the two wanted terrorists to Xiomera. This was despite Ambassador Chēmā informing the Lauchenoirians that the Xiomeran government was willing to waive the death penalty, the previous major sticking point in discussions, in order to secure the return of the terrorists to Xiomera for trial. This was also despite the two accused, Tlixō and Xōne, formally requesting to be allowed to return to Xiomera for trial and terminating their previous request to remain in Lauchenoiria.

“We have tried to be reasonable and address all the concerns that the Lauchenoirians had, but it is painfully clear that at this point there is no concession we could ever make that would result in cooperation on their part,” the Emperor said in his daily address to the nation. The Emperor also accused the Lauchenoirians of an “inherent bias” against Xiomerans, pointing out that Lauchenoiria, despite its declared principles, had honored requests from both Shuell and Sanctaria to deliver wanted individuals to them. “It is only Xiomera that they treat in this disrespectful manner, and it makes it quite impossible to cooperate with them.” The Emperor stopped short of taking any further official action in response to the latest snub from the Lauchenoirians, but did state that Xiomera “can no longer consider Lauchenoiria a friendly, or even neutral, nation, given the clearly disparate treatment that we receive from them compared to other nations.”

When asked to clarify whether or not he thought the Lauchenoirians’ stance was fair, the Emperor replied “Ask Peter Bloch or Jasmine Eddington how fair Lauchenoiria’s government is. Oh, wait.....you can’t ask either of them, now can you? I wonder why that is.”

In a related story, Secretariat of Justice officials have reported that the five Xiomeran citizens in Laeral who were wanted on a similar warrant have returned to Xiomera of their own accord, and will stand trial within a week. The five suspects arrived yesterday in the city of Huitzitaca, and have since been delivered to Lanhuapahua Detention Center in Tlālacuetztla. Their family members and associated suspected of colluding with them will be released “if it can be proven they had no ties to the crimes of their relatives who are accused,” a Secretariat of Justice spokesperson confirmed. Officials confirmed that there has been no apparent word concerning whether or not the four suspects remaining in Zamastan will return to Xiomera.

Latest Lauch warrant snub leads to boycott

After the Emperor’s address, the patriotic citizens’ groups managing the boycott of trade with Zamastan have reportedly added Lauchenoiria to their ongoing boycott. “Lauchenoirians are prejudiced against Xiomerans, and we should not be filling their pockets with our money,” Ilhuimixtli, Chairwoman of the Good Citizens’ League of Xiomera and the primary organizer of the boycott, said. On the GCL boycott website, a list of Lauchenoirian companies, goods and services has been added alongside the similar list of Zamastanian commerce posted when the boycott began. The GCL website also helpfully provides an alternative list of companies, goods and services provided by Xiomeran companies, and those of “neutral” countries, that patriotic Xiomeran citizens can refer to instead of patronizing Zamastanian or Lauchenoirian commerce.

Emperor to meet with Teyatia, Manauia activists

In order to appease concerns around the plan to develop Manauia Island, the Emperor has agreed to meet with Teyatia tribal leaders and with groups opposed to the development of the island.

The Emperor will hold a meeting with the Teyatia leaders, and representatives of environmental, scientific and cultural groups, in the city of Tezaltli on Manauia Island in two days. The meeting will give those opposed to the proposal to develop the island a chance to express their concerns and provide input.

“The Xiomeran government is unceasingly fair and will give all citizens a chance to provide their input to help shape this magnificent project,” Secretary of Infrastructure, Development and Planning Ueman, the organizer of the Manauia Island Project, said. “Together, we will build a better Manauia Island for the benefit of all its people and all Xiomerans.”

GCL continues boycott, XBA objects

In a brief announcement, the Good Citizens' League of Xiomera confirmed that it will continue urging Xiomeran citizens to boycott Lauchenoirian commerce. Lauchenoirian Prime Minister Josephine Alvarez recently labeled the GCL-led boycott action as "immature and childish", and stated that her government would not respond in kind. Alvarez asked Lauchenoirians to continue to buy Xiomeran goods as normal. This led Ilhuimixtli, Chairwoman of the Good Citizens’ League, to scoff in her statement to the press today in response. "So....they're still buying our products, and giving us money....while we're not buying their goods and not giving them any money. So, as usual, the Lauchenoirian government is basically doing nothing. I guess Prime Minister Alvarez sure taught us a lesson," Ilhuimixtli said, to mocking and laughs from the large crowd of GCL members and other patriotic Xiomerans who had gathered to hear her statement. "I suppose we had better watch out, or she might just give us a few million quetzals as further punishment!"

Ilhuimixtli turned more serious when asked about concerns from other Xiomeran groups about the ongoing boycotts of Zamastanian and Lauchenoirian commerce. Most notably, the Xiomeran Business Association has ramped up its criticism of the boycott actions. Xocolcōza, the Chairman of the XBA, has reportedly scheduled a meeting with Emperor Topilpopoca to urge the government to force the GCL and other groups affiliated with it to end the boycotts. Xocolcōza has termed the boycott, and the trade war in general, as "a question of whether or not we intend to commit economic suicide, and drag the rest of the IDU with us, because a few nationalistic people who failed economics in school got their feelings hurt."

Ilhuimixtli responded by saying: "The real question is this: Is Xiomera itself for sale? Is our honor for sale? Is our self-respect for sale? Our respect in the world, is that for sale? Are we simply to accept mistreatment by other nations because abasement to those who think they're our masters pays well? Or do we stand up for ourselves, in whatever way we can? We are traders at heart, but even for Xiomerans, some things are not for sale. Our integrity must be one of those things, or we are not a nation at all," Ilhuimixtli declared.

For its part, the government has dismissed claims from Alvarez and others that it is behind the boycott push. "We have no interest in a trade war, and we certainly have no interest in these silly boycotts. We hope to return to regional normalcy in trade, just as everyone else does," Secretary for Trade and Economic Relations Tlanextia said. "However, you simply can't slap people across the face repeatedly, as certain nations have been doing to us, and not expect people to respond," she added, declaring that other nations "could do more" to de-escalate the situation.

Manauia Island visit mere smokescreen

Emperor Topilpopoca will be visiting the Teyatia city of Tezaltli, on Manautia Island, today. He will be accompanied by Secretary of Infrastructure, Development and Planning Ueman, the mastermind of the plan to close Xiomera's largest nature preserve and bulldoze one of the most pristine and environmentally significant sites anywhere in the IDU. Their visit is touted as being fair, giving the inhabitants of Manauia Island and anyone else concerned a chance to speak out against the project, or make suggestions or raise concerns, before it begins.

The international community must not be fooled by this smokescreen. The Emperor and Ueman, along with the other government lackeys who will be attending, will give mere lip service to the people attending this carefully stage-managed event. Many of the most important voices against the Manautia Island project are not even attending. Tlihuātemā, the leader of the Teyatia, has refused to attend, calling the meeting "a sham to pretend that the government cares about what others think." The major environmental group protesting the plan, the Defenders of Manauia Island, is also not attending after government officials refused to allow Nacuīx, their leader, to be on the stage with the other carefully chosen speakers.

With most of the significant leaders against the project not even on the stage, and with those who are attending being carefully hand-picked to provide a veneer of legitimacy, the government is putting together a show hoping to fool the world into believing that the Manauia Island project is what the people who live there actually want. This is a show the international community should not buy tickets for. We urge the world not to buy the smokescreen of this fake meeting, because if this project is allowed to go through as planned, the real smoke will be the forests of Manauia burning down.

Guilty of breaking the law of unintended consequences

As the boycott of foreign trade pushed by pro-government groups like the self-declared Good Citizens' League spirals downward, threatening to take the Xiomeran economy with it, it's interesting to look at how we got here.

When this all began, the boycott was supposedly an organic response to the sanctions placed on Xiomera by Zamastan. The GCL claimed that individual citizens were responding to "defend the nation's honor" by banding together to use the power of their quetzals to force a change in attitude. As it always is in Xiomera, nothing ever begins of its own volition. The Xiomeran government, through its rhetoric (and probably behind-the-scenes requests to groups like the GCL also), lit the spark of this particular stick of dynamite. Groups like the Patriotic Youth Corps and the XSPA, who have been "encouraging" citizens to support the GCL boycotts (and who also led the attacks on Zamastanian businesses earlier in the month), also received their cues from the government, both directly and indirectly.

But it was never supposed to go this far. The government wanted to send a message, but instead, it let loose a tiger that it now cannot control. The GCL, and the other pressure groups in Xiomera, now appear to be running full steam ahead on their own, and it is not clear that the government can rein them in. The fake "organic peoples' protest" that the government wanted is now the real thing, and it is painfully clear that no one in the Palace of Flowers has any clue how to make it stop. And with Lauchenoiria now being added to the boycott, it's clear that the GCL is prepared to allow significant damage to the Xiomeran economy, as long as they can make their point and "defend the nation's honor". The government has been sending indirect cues that this is not the desired response, by having the Emperor meet with the head of the XBA, Xocolcōza, and by having high-profile leaders such as Trade Secretary Tlanextia criticize the boycott. Normally, these sort of indirect cues work. But in this case, either the message isn't being heard, or more dangerously, it's simply not being heeded by the GCL.

The Emperor now has, as a result, the lit stick of dynamite that is this trade debacle in his hand, with no one to hand it off to and no way to put it out. As the fuse slowly burns downward, all we can say to Topilpopoca is this: you should've been careful what you wished for.

Government offers aid in wake of earthquake

Following the earthquake in Zamastan that claimed over 2800 lives, the Government of Xiomera expressed its condolences and has offered “any and all possible aid” to that nation.

In his daily address to the nation, Emperor Topilpopoca declared that the disaster “reminds us that there are things far more important than the petty matters that we often concern ourselves with.” He further announced that the Imperial Disaster Response Service is prepared to send aid workers, search teams, and recovery specialists and equipment to Zamastan with that government’s permission. “IDRS is always on alert in the event that disasters occur, so we are able to send help at a moment’s notice,” the Emperor said, noting that supplies of food, water, emergency pop-up shelters, and basic needs such as toiletries, blankets and clothing were also available for immediate distribution within Zamastan.

In a further gesture of goodwill, the Emperor confirmed that after a conversation with the leaders of the Good Citizens’ League and other political groups, those groups will immediately terminate their boycott of foreign trade, including Zamastanian trade. “Resumption of cooperative trade practices, which will now be hopefully expedited by the talks in Eiria, will be the best possible way to help get things back to normal,” the Emperor said.

Among the reported 2,893 people killed in the earthquake were three Xiomeran citizens; the Emperor met with the families of the Xiomeran victims after his address and pledged to assist them from his own personal treasury.

In a related story, government officials reassured anxious Xiomeran citizens that the nation’s preparedness for unexpected disasters was “at an all-time high, and more than adequate to meet any potential need.” Eloxozomoc, the Director of the IDRS, said that the IDRS and local disaster response groups were “highly prepared” in the event of a similar disaster in Xiomera.

Private Xiomeran concerns pledge to supplement government aid

The Imperial Government’s offer of disaster aid to Zamastan is the first time that the Empire, which normally pledges a doctrine of self-reliance, has offered any kind of aid to another country in the IDU. Imperial officials stated that this reflected a desire to help return relations with Xiomera’s neighbors to a normal state, as well as to “show a more compassionate side of Xiomera”. This noble goal has apparently warmed the hearts of the Xiomeran business community as well. The Xiomeran Business Association has reportedly begun encouraging its members, large and small, to make donations to a disaster relief fund. So far, Q# 13,000,000 has been raised for the fund, which will be used to provide funds to local Zamastanian relief efforts.

“Despite being businesspeople, we do also have a heart for those in need,” Xocolcōza, CEO of Cala Computer Corporation and Chairman of the XBA, said in announcing the XBA Disaster Relief Fund. “We hope that these funds can provide assistance with recovering from this tragic disaster.”

IMPERIAL POLICE ADVISORY: An evening curfew is in place effective immediately between the hours of 10pm and 7am for the cities of Tlālacuetztla, Ixxiuitl, Mizcayotl, Nezahualpilli, Huitzitaca and Acalan. Violating the curfew without demonstrated need for traveling during those hours can result in being detained. Emperor shot by assassin

Our great Emperor, Topilpopoca, was shot today in an attempted assassination during a planned appearance at the Palace of Flowers. While details being released are still limited due to the ongoing criminal investigation, the Secretariat of Justice has confirmed that the alleged assassin is Cētlalhui, the disgraced former Secretary of Justice who left his position earlier this year at the Emperor's request due to gross incompetence.

The Emperor was transported to the Imperial Military Hospital in Tlālacuetztla following the attack, and is undergoing treatment at this time. No further details are being released on the Emperor's condition at this time, but officials have expressed confidence that the Emperor will make a full recovery and resume his duties soon.

In the meantime, in accordance with Imperial law, the Chief Justice of Xiomera, Nopalliztli, has temporarily assumed leadership over the country until the Emperor recovers and can resume his duties. The Chief Justice confirmed that the Imperial Police and the ASI have already launched an investigation into the assassination, and that a curfew has been established in major Xiomeran cities. The Chief Justice has urged citizens to come forward if they have any information pertaining to this savage attack. "In addition, we will also implement additional security measures at all Xiomeran ports and airports as part of the investigation. This may result in travel delays, and again, we appreciate your cooperation as these necessary and temporary measures are implemented," the Chief Justice said.

The Chief Justice also reassured Xiomerans, and the world, that the attack on the Emperor is a challenge that Xiomera can meet with resolve. "Our nation does not falter, nor tremble, in the face of attacks or tragedies. Xiomera was strong before the dreadful incident this morning, but is just as strong now. We are also united in our prayers for our Emperor, and in our united and common resolve to not let this tragedy weaken us. Xiomera is the land of the golden sun, and the sun always rises," the Chief Justice finished.

Emperor still hospitalized, condition uncertain

Imperial officials confirmed today that the Emperor Topilpopoca is still being treated for his injuries following the cowardly attempt on his life by a disgruntled former official.

Lipilhitl, the Chief Surgeon at the Imperial Military Hospital, announced today that the Emperor has been operated on to remove the bullets from the attack, but that he is still being treated following the surgery and that "more time will be needed" before Imperial officials can confirm the timeframe for his recovery.

Throughout the nation, loyal Imperial citizens continue to hold vigils hoping for his speedy recovery. In addition, statements of condolence have been received from the nations of Zamastan, Lauchenoiria, Shen, Kerlile and Laeral. Chief Justice Nopalliztli, who is currently acting as the head of government, thanked "our friends and allies in Shen and Kerlile for their never-wavering loyalty and support" and also thanked the other nations who have expressed condolences for their concern.

Riot at Palace of Flowers dispersed, dozens arrested

In a criminal and violent attempt to sow discord, a group of protesters staged a riot at the Palace of Flowers, in a blatant show of disrespect following the recent attempt on the Emperor's life. The rioters were quickly and decisively dispersed, and the ringleaders arrested, by the brave action of Imperial Army soldiers and Shorn Ones who stand guard at the Palace.

The protest was allegedly against the Manauia Island Project, but quickly became a pretext for antisocial violence. The incident began after the protesters, who are associated with the terrorist group One Huenya, refused Imperial Police orders to disperse their illegal protest and then attacked an innocent elderly citizen who asked them to leave the plaza out of respect for those paying vigil for Emperor Topilpopoca. Imperial Army soldiers and Shorn Ones moved in to protect the other citizens in the plaza, and detained 96 protesters.

An additional 85 protesters were detained in neighboring Montelin, when they attempted to force their way past Montelin municipal police and Imperial Police guarding the area.

In the wake of the protest, Security Secretary Tepilcayotl and Justice Secretary Cuicanan announced plans to seek to have the terrorist group known as One Huenya officially banned in Xiomera. They also announced that Xohezi, the leader of One Huenya, was arrested during the protest at the Palace of Flowers after he incited the crowd to violence and then struck several members of the security forces. In addition, six citizens of Kvask were detained at the scene of the protest, and are believed to have been providing guidance to the Xiomerans involved in the protest. The six Kvaskm are expected to be fined, deported and banned from re-entry into Xiomera. Chief Justice Nopalliztli, speaking for the Emperor, warned foreign countries against attempting to influence internal matters in Xiomera or incite further violence and stated that if such foreign interference continues to be a problem, that travel restrictions may need to be implemented.

To prevent further outbreaks of antisocial violence, the government has instituted travel checks throughout the Tlālacuetztla - Huitzitaca Metropolitan Area until further notice. All those traveling within that metropolitan area should be prepared to present required identification upon request from any police officer or Imperial security force member; not having or presenting identification may cause one to be detained pending further investigation.

Emperor remains in coma

Imperial officials confirmed today that despite successful surgery to remove the bullets from the attempt on his life, the Emperor Topilpopoca remains in a coma and that "no definite timeframe can be provided for his recovery" at this time.

"We are doing everything we can, at this time, it rests on the strength of the Emperor. He has recovered from many setbacks in his life in the past, and we are confident he will recover from this one as well," Nopalliztli, Chief Justice and acting head of state, said in a brief statement at the Imperial Military Hospital, where the Emperor is currently being treated.

Priests of Huītzilōpōchtli have begun holding ceremonies around the nation, most notably outside the Empress Camaxtica Military Headquarters Complex and the Palace of Flowers, to pray for the Emperor. Citizens have been leaving flowers and other items outside these locations as well, hoping that their well-wishes will speed the Emperor's recovery.

Protests on Manauia Island broken up, multiple arrests made

Protests in Tezaltli, the capital of Manauia Island, were broken up today by Imperial Police. The protests were launched by people opposed to the Manauia Island Project. Sixteen people were arrested, and are expected to be transported to Tlālacuetztla to stand trial.

Among those arrested were three foreign agitators from Climate Alliance Lauchenoiria, the group responsible for recent unrest related to so-called environmental issues. Upon announcing the arrests, Justice Secretary Cuicanan accused "these foreign groups, and the nations they work for" of "trying to create unrest in Xiomera where none exists, to destabilize and weaken us". He warned against any such further attempts, and said that the Justice Secretariat will "seek to strengthen laws against such foreign interference".

"It's bad enough the Lauchenoirians want to climb all over our embassy and hang bedsheets with badly-worded, paint-splattered slogans written on them on our walls. Now they want to come to our country with their nonsense. This is unacceptable. If you're Climate Alliance Lauchenoiria, then stay in Lauchenoiria as your name implies. Leave Xiomeran issues for Xiomerans to solve," the Justice Secretary declared.

In a related note, the Justice Secretary announced that six Kvaskm who helped organize the riot at the Palace of Flowers have each been fined Q# 1000, deported from the country, and have had a permanent ban on re-entry into Xiomera placed on them. "If these individuals re-enter the country, they will get to experience what a Xiomeran prison is like," Cuicanan said, reiterating his warning about foreign interference.

Xiomerans with the radical group One Huenya who participated in the riot are expected to go on trial in the coming weeks.

"Enhanced transit procedures" to be introduced

Lauchenoirians, Kvaskm to be affected

In an emergency session of the Great Council, the Government of Xiomera has approved "enhanced transit procedures" requested by the Secretariat of Security for certain foreign nationals seeking to enter or leave the country. Due to the involvement of radical activists from outside Xiomera in recent unrest within the Empire, those seeking to enter the country from Lauchenoiria or Kvask will face additional screening at ports of entry.

Per the Directorate of Immigration, Naturalization and Inculcation of Citizenship Values (DINIC), those seeking entry from Lauchenoiria or Kvask will be required to answer additional questions about their purpose for traveling to Xiomera, as well as their background and personal connections, before entering or leaving the country. Travelers from those countries bringing electronic devices, such as smartphones or computers, will also be required to let Imperial Customs and Border Guards officers scan those devices, as well as any social media or other forms of communication, for anti-Xiomeran content or plans to conduct anti-Xiomeran activity. Any travelers from those countries who refuse to comply with the additional screening procedures, or who are found to be in violation of Xiomeran law, will be denied entry and returned to their country of origin.

DINIC officials were quick to stress that no other foreign nationals will be affected by the additional screening. The government is willing to end the additional screening if Lauchenoiria and Kvask agree to prevent nationals from their countries traveling to Xiomera to conduct unlawful activities, DINIC officials added. "We hope that these additional procedures will be sufficient, as the next step would be to impose an outright travel ban, which no one wants to see happen," DINIC Director Ichnolli told XIN. "We also do apologize to any Lauchenoirians or Kvaskm unfairly affected by the actions of their fellow citizens while traveling to Xiomera, and would advise them to contact their home governments to urge those governments to resolve the issues that are causing this undesirable disruption."

DINIC officials have also announced that until further notice, Manauia Island will be barred completely from entry by foreign nationals from the listed nations. Naval patrols around the island will be increased to prevent unauthorized entry.

Justice Secretary addresses protests

The Secretariat of Justice confirmed today that the three Lauchenoirian activists arrested on Manauia Island have each been fined Q# 1000, deported from the country, and have had a permanent ban on re-entry into Xiomera placed on them. This is the same as the penalty levied on the Kvaskm who were recently deported.

The three Lauchenoirians were arrested after they were discovered agitating on behalf of Climate Alliance Lauchenoiria, a radical environmentalist group. Justice Secretary Cuicanan took exception to recent reports in Lauchenoirian media claiming that no crime was committed, and quoting a spokesperson for the radical group saying that there was no cause to arrest the protesters.

"You may not like it, but Xiomera is a sovereign nation. We decide what laws we have, and what laws we enforce. What is taking place on Manauia Island, these unsanctioned and disruptive protests, may not be a crime in Lauchenoiria, but this is not Lauchenoiria. We have every right to expect people to respect and follow our laws, and as an independent nation, we will not take orders from scruffy, unemployed radical lunatics with nothing better to do with their time than infringe on other peoples' independence and wave signs. There are only two choices: respect our laws if you come to Xiomera, or get arrested if you do not. And frankly, that is no different from what any other nation does," the Justice Secretary said.

The Justice Secretary also noted comments made by Foreign Minister Sandra Pavía that Climate Alliance Lauchenoiria "are no friends to the Lauchenoirian government", by stating that the Lauchenoirian government could prove that by providing better security around the Xiomeran Embassy in Buttercity and doing more to prevent the radical activists from disrupting the embassy's operations. "We hear a great deal of talk, but we do not see corresponding action," he said. The Secretary concluded that the protests at the embassy, if anything, will only strengthen the Xiomeran government's resolve. "They can protest all they want, but they will not dictate to the Xiomeran Empire."

Emperor passes away at age 70

Nation in shock

Weeklong period of mourning declared

In a formal announcement that has left a shocked and stunned nation in its wake, the Government of Xiomera has announced that the Emperor, Topilpopoca, has died from the wounds suffered weeks ago at the hands of an assassin.

Chief Justice Nopalliztli made the announcement from the Palace of Flowers, confirming that the Emperor died at 1:45 am today. "His loss is a tragedy for us all, but his legacy of strong and effective leadership for almost two decades has left Xiomera far better than it was when he became Emperor. He will be greatly missed, but we owe it to him and to his legacy to be strong and keep building our nation," the Chief Justice said.

A weeklong period of mourning has been declared in the wake of the Emperor's passing. All but essential government functions will be suspended, and all but essential offices closed, in honor of this mourning period. All government buildings will fly the Xiomeran flag (and any other flags) at half-staff during this period. In addition, many Xiomeran businesses and private entities will be taking similar measures out of respect for the man who led Xiomera for the past eighteen years.

Municipalities across Xiomera are already announcing memorial services. In addition, the Emperor's body will lie in state beginning tomorrow until the day before his funeral for people to pay their respects. The Emperor will lie in state at the Huēyi Teōcalli, the ancient temple in the center of Tlālacuetztla.

The Emperor will then be buried at the Imperial Cemetery in Montelin, a well-deserved final rest joining the ranks of Xiomera's greatest leaders and heroes.

Funeral, memorial for Emperor announced

Imperial officials have confirmed that the funeral for Emperor Topilpopoca will be held on October 12th, beginning at 9:00 am.

A memorial service will be held for the Emperor at the Huēyi Teōcalli, presided over by priests of Huītzilōpōchtli. An eulogy will be given by Chief Justice Nopalliztli, and the Emperor will then be transported to the Imperial Cemetery in Montelin at noon for burial. The memorial service will be open to family members, Xiomeran officials and foreign dignitaries only, but will be televised for the public.

The burial will be a private ceremony attended only by the Emperor's family and close friends. Xiomerans and visitors are encouraged to stand along the motorcade route to pay their respects to the fallen Emperor and his family.

Details of Great Selection released

Imperial officials responsible for the Great Selection to elect a new Emperor confirmed today that it will begin on October 14th.

The Great Selection will be held at the Huēyi Teōcalli, and will be attended by candidates, voting members of the national ihuicatl, and select foreign dignitaries. While the public will not be allowed to attend for the first time ever due to security concerns, the entire Great Selection will be broadcast and streamed live. Foreign and domestic press will also be allowed to attend.

The Great Selection is the process by which a council of five hundred experts convene to choose an Emperor from eligible candidates. The shortest ever Great Selection was the first one, in 1840, in which the Empress Camaxtica was the only candidate and the entire vote took six minutes. The longest Great Selection was in 2001, when the Emperor Topilpopoca was first elected after a process that took 27 days and required fifteen separate votes.

Citizens begin mourning week

People throughout the nation have begun publicly mourning the loss of the Emperor Topilpopoca, while still remaining faithful believers in the strength of the Xiomeran Empire and its bright future.

Large mourning events led by the Patriotic Youth Corps, Xiomeran Servicepersons and Protectors Association, Xiomeran Students' Association and the Good Citizens' League have been taking place in most Xiomeran cities. Smaller spontaneous demonstrations of the peoples' grief have been occurring as well. People have been leaving flowers and offerings, as well as having candlelight vigils for the Emperor and his family.

"We have lost a great man and a father to our nation, but because of his never-ending hard work and dedication to making Xiomera strong, his legacy will live on in us," Tlitōn, a factory worker and member of the GCL, said when asked to express his thoughts at a ceremony in Tlimā, a suburb of the capital.

At another ceremony in Huitzitaca, the local XSPA leader, retired soldier Cosztenoyhue, had this to say: "The way we can honor Topilpopoca best is to remain brave, face down the plots of anyone who would weaken Xiomera, and always fight for the glory of the Empire. And that is exactly what we will do."

Who's running for Emperor: A breakdown

With the Great Selection to take place on October 14th, 75 candidates have announced their intent to place their names in nomination to replace the lost Emperor Topilpopoca, struck down by an assassin's bullet. XIN will not be focusing on most of those candidates, as it is widely expected that the great majority of them will be rejected in the first round of voting. Instead, this series of profiles will focus on those candidates most likely to have a chance at winning the support of the ihuicatl and becoming the next Emperor of Xiomera.

Tepilcayotl - Secretary of Security

Born: April 7, 1950 (69 years old), in Cuīxtol, Xiomeran Tribal Domain

Background: Entered Imperial Military Academy September 1968; graduated September 1972 and was commissioned into the Xiomeran Imperial Army with the rank of lieutenant; served in the Army until 1978 in Military Intelligence; left the Army to join the Agency for Security and Intelligence (ASI); rose to an assistant director position; left ASI in 2001 to become Security Secretary under Emperor Topilpopoca

Political positions: Wants to increase the size of the Xiomeran armed forces; believes that Xiomera should take a more assertive stance in international affairs; wants to strengthen existing alliances and create new ones; believes that law and order are paramount to maintain prosperity and social harmony in Xiomera, and that tighter restrictions on "groups causing disharmony" and a more robust security apparatus are needed; believes that there should be greater cooperation between the government and the private sector

Chances: Tepilcayotl is a strong candidate, and is believed by most Xiomeran political observers to have the best chance of securing the necessary votes to become Emperor. However, some in the business community have reservations about the security crackdown that Tepilcayotl has proposed, fearing it will hurt Xiomera's reputation abroad and thus harm the economy.

Quote: "Xiomera has the chance to shake the world and shape the world. But to do so, we must be strong and secure both within our borders, and outside them."

Yauhmi - former Empress of Xiomera

Born: July 11, 1948 (71 years old), in Chēcuauh, Xiomeran Tribal Domain

Background: Graduated from Tlālacuetztla Polytechnic in May 1972 with a degree in law; worked for the Secretariat of Justice until September of 1975 as a prosecutor; left government service at that time upon her marriage to Topilpopoca, who was at that time a serving officer on the General Staff of the Xiomeran Armed Forces; gave birth to the only child of Topilpopoca, Texōccoatl, on March 3rd, 1976; served in many roles in support of the Emperor and his policy initiatives; was most well-known for her efforts to encourage infrastructure development, building of schools and hospitals, and other needed facilities in more isolated areas of Xiomera from 2001 to 2010, as well as the expansion of Imperial police and tribal police garrisons in outlying areas to reduce crime and increase response times in isolated regions.

Political positions: Yauhmi believes that Xiomera is functioning well at this time, and that the legacy of her husband, Topilpopoca, is the reason for that. She is not an advocate for change, and believes that the Xiomeran government should double down on enforcing social order and harmony. Yauhmi believes that the Xiomeran corporate and government sectors work best when they together and that the few limitations on the corporate sector's role in influencing government should be abolished. Yauhmi is also a strong advocate for increasing trade and educational exchange with other nations.

Chances: Yauhmi is considered a very strong candidate, second only to Tepilcayotl in her chances to gain the Obsidian Throne. Her promise to continue the legacy of her fallen husband Topilpopoca, and to reinforce social order in the wake of his death, have won her strong support from traditionalist Xiomerans. Sympathy towards her, and her son, in the wake of Topilpopoca's assassination are also greatly boosting her chances. Yauhmi's opponents, however, will be expected to push hard against her with the accusation that she is seeking the throne to eventually give it to her son, Texōccoatl, and restore a hereditary succession rather than an elected one.

Quote: "My husband set us on a strong course, guiding the ship of state with a firm and expert hand, only to be struck down by a traitor. In this moment of grave uncertainty for all Xiomerans, now is not the time to let the wheel be taken by inexperienced or unwise hands. As the wife of Topilpopoca, and as his closest companion, I am best suited to maintain his legacy and make sure Xiomera reaches a safe harbor."

Cozamalotl - Secretary of Scientific Development and Advancement

Born: February 15th, 1953 (66 years old), in Tlālacuetztla, Xiomeran Tribal Domain

Background: Graduated from Tlālacuetztla Polytechnic in May 1978 as a Master of Science in Applied Mathematics; worked for Mizhua Corporation as a statistician before resigning in 1981 and returning to Tlālacuetztla Polytechnic as an instructor; was appointed to the position of Secretary of Scientific Development and Advancement by the Emperor in 2001

Political positions: Cozamalotl is closely aligned with the reform movement A New Xiomera, which seeks to make structural changes to the current Xiomeran political system. Cozamalotl has called for more tolerance for internal dissent, re-establishing schools to teach the languages, culture and history of the other three tribes of Huenya, the end of restrictions on the media, and the end to censorship and monitoring of Xiomeran citizens' communications. Cozamalotl has also been a strong critic of the close relationship between the Xiomeran government and the corporate sector, and has pledged to implement measures such as a universal basic income, social security, improved labor laws, and protections for consumers and workers. He has also strongly promoted environmentalism and has declared that he will "immediately terminate the Manauia Island Project, restore the status of the Island as a protected nature preserve, and grant full autonomy to the island's native Teyatia inhabitants" if he is chosen as Emperor.

Chances: While Cozamalotl is greatly loved by reform-minded Xiomerans, his actual base of support is very small and is limited mainly to the educational, scientific and business segments of the ihuicatl. He is not expected to have a very good chance of becoming Emperor.

Quote: "Xiomera, and indeed no nation, is strong if it has to bury its people under factories churning out guns for men wearing badges and uniforms to maintain itself. Not only is this nation as it stands now inherently unjust, it is also inherently unsustainable. We can either change course now voluntarily, or be forced to when this house of cards known as the Xiomeran Empire falls apart."

Xocolcōza - CEO, Cala Computer Corporation and Chairman of the Xiomeran Business Association

Born: July 12th, 1986 (33 years old), in Tlālacuetztla, Xiomeran Tribal Domain

Background: While studying Computer Science at Huitzitaca Polytechnic, founded Cala Computer Corporation in 2007 at age 21; dropped out of college when his company began to grow successful; pioneered online sales of technology products in Xiomera; became the youngest CEO ever to have a company break into the Top 500 of Xiomeran corporations at age 27 in 2013; was first to market with the Cala Companion line of smartphones and tablets, quickly dominating the mobile computing market in Xiomera and becoming the largest computer and device manufacturer in Xiomera by 2014; was named Chairman of the XBA in 2015

Political positions: Xocolcōza believes that Xiomera should essentially merge its corporate and government sectors, running the country in a more efficient manner to maximize efficiency and productivity. Such maximization, according to Xocolcōza, will naturally lead to greater prosperity and security for Xiomera. Chances: Xocolcōza is highly popular among the business community and corporate leaders, but is seen as an upstart by more established wealthy Xiomerans and is extremely unpopular among the educational and reformist blocs of the ihuicatl. He is also very unpopular among those who are connected to the existing government. Xocolcōza is widely believed to have an uphill battle to convince the voters that his "merger of Xiomeran interests" is the best plan - and that he is the best leader for Xiomera moving forward.

Nations send condolences for loss of Emperor

Nations from around the IDU have sent condolences to the Xiomeran people in the wake of Emperor Topilpopoca's assassination. A sampling from around the region:

"We are deeply saddened by the loss of Xiomera's Noble Emperor Topilpopoca, and we stand with Xiomera, and offer our assistance for anything they may need." - Chancellor William Lancaster of Eiria

The Government of Xiomera has issued a statement thanking these nations and their leaders for their well-wishes in this challenging time for the Empire. The statement, signed by Chief Justice Nopalliztli, also thanked the Council of Kerlile for the moment of silence observed in that country in the Emperor's honor. "We appreciate the support of our neighbors and reassure them that Xiomera will emerge stronger from this crisis caused by a traitor's bullet, much as a sword emerges stronger from the fire of the forge. We are grateful for the offers of assistance as well."

The government statement also noted the leaders who are planning to attend the memorial and funeral for Emperor Topilpopoca, stating that the Empire will be "immeasurably honored" by their presence as the nation bids farewell to its fallen leader.
